Ten European financial institutions launched Regulated Layer One, a member-owned blockchain cooperative designed for tokenized assets and regulated financial markets. RL1 began operations as a European Cooperative Society in Luxembourg on Tuesday, backed by ABN AMRO, Cecabank, Chartered Investment, Crédit Mutuel Alliance Fédérale, DekaBank, DZ BANK, LBBW, Natixis CIB, SC Ventures and Seturion. Each institution holds equal governance rights over the network. The private, permissioned blockchain runs on infrastructure developed by German fintech SWIAT, which transferred ownership to the cooperative after processing over 50 transactions worth more than 700 million euros (about $808 million) during three years of production use.
This matters because it shows European banking infrastructure converging on blockchain rails for institutional settlement, digital money, and tokenized bonds. The cooperative structure solves the fragmentation problem that has held back institutional adoption — when every bank runs its own ledger, interoperability breaks and settlement costs stay high. RL1 provides shared infrastructure without forcing participants to rely on a single vendor or US-based public chain. Former SWIAT Managing Director Henning Vollbehr will lead the network, and RL1 is in discussions with additional institutions including NatWest about joining. This is real capital infrastructure — the 700 million euro transaction history indicates live production use.
For traders this is context on the institutional side of tokenization, not a signal for retail crypto assets. The network is permissioned and euro-denominated, so it does not route through BTC or ETH as collateral or bridge assets. It competes with public blockchain settlement only in the narrow zone where banks move tokenized securities between themselves.
